Why the public hysteria this year?

As can be seen in the chart which is based on Health Canada data, the number of Measles cases in 2018 and 2019 has been relatively low.
So why are media and Public Health constantly reporting about these Measles cases? Why are they fear-mongering, rather than presenting the data in perspective?
Could this have anything to do with attempts to promote legislation that aims to remove personal choice and to enforce vaccine mandates?
The number of Measles cases in 7 of the last 15 years, has been higher than in 2018-2019.
